I looked into Anki's Self-Hosted Server capability when developing the Anki export feature. Anki describes it as "an advanced feature, targeted at users who are comfortable with networking and the command line," so I assume most users will prefer to sync their decks as follows:
- Review saved words in Lookupper (remove words you don't want in the deck).
- Export saved words as an Anki deck in Lookupper and import it into Anki Desktop.
- Press the sync button in Anki Desktop to sync with AnkiWeb, making your deck available on mobile devices.
- Repeat when new words are added.

I designed the system so that each time you export and import, old words, learning progress, and so on are not overwritten — only new words are added. This creates a continuous Lookupper deck.
Could you please explain why you specifically need Anki's Self-Hosted Sync Server capability? How would you use it? I'm confident I can assist with your use case, but I need more information to simplify the process for you.
